The Cagayan de Oro College Library is the central source of information throughout the academic community. The basic function is to support to the fullest extent possible the various curricula and programs of the College by providing print and non-print materials to meet the instructional, information and research needs of all its clienteles.
Vision
The vision of the COC-PHINMA Education Network Library is to be considered as one of the best academic libraries in Cagayan de Oro City as well as in Mindanao that consistently provide relevant, quality resources and services.
Mission
The mission of the COC-PHINMA Education Network Library is to provide quality and updated information resources and user-centered services that will sustain the instructional, research and extension programs of the academic community.
Objectives
The following are the objectives of the COC-PEN Library:

To provide easy retrieval, user-friendly and safe environment that fosters teaching and learning for library clientele.

To strenghten staff knowledge and skills and enhance their welfare to ensure the continuous provision of quality services.
LIBRARY SECTIONS
Cagayan de Oro College Library aims of the optimum access to the collection by its clientele, thus open-shelves system is followed. Organization of the library collection is based on the Library of Congress (LC) Classification System.
The Library is located at the third floor of the Annex Building, divided into the following Sections:

Circulation Section
This Section houses books encompassing subjects Philosophy, Psychology, Religion, History, Geography, Social Sciences, Education, Music, Language and Literature, Natural Sciences, Agriculture, Military and Naval Sciences, Home Economics and Library Science, which are arranged accordingly following the LC Classification System.

Engineering Section
Books with Location Symbol CIR (Circulation) under classifications: QA (Mathematics and Computer Science), N (Fine Arts), and T (Applied Sciences, except TX Home Economics) are shelved at this Section. Project Studies Collection can be accessed by request over-the-counter at the Section's Circulation Desk.

General Reference Section
The Collection in this Section is composed of Handbooks and Manuals, Encyclopedias and Dictionaries, Thesauri, Almanacs, Maps and Globes, Directories, and Atlases. Access to these collections is limited for inside the library use only.

Periodical Section
This Section develops and maintains journal collection within the parameters of each academic discipline, maintaining over 50 periodical titles including back issues and a number of inactive subscribed periodicals.
Committed to maintain a vital collection, the department carefully reviews each year the current subscriptions as well as new requests. Also, parts of the collection in this Section are vertical files which include newsletters, pamphlets, newspaper clippings and posters.
All resources at this Section are limited for inside the library use only, except for a special request by a faculty for his use in the classroom. Indexes of previous issues of subscribed periodicals are available and can be accessed upon request.
On the other hand, the Library’s Theses, Dissertations and Feasibility Studies Collections are also archived in this Section.
Electronic Resources Collection
Our library's electronic resources collection includes CDs, DVDs, and tranparencies in which access is exclusively for inside the library use only, except for faculty members for their use in the classroom.

Technical Section
This Section is responsible for the Library's technical services management which include activities such as acquisition, cataloging, classification, preservation, conservation, repair and binding of library materials.
BASIC EDUCATION LIBRARY
The Library is intended for the elementary and high school Students. However, it is allowed that a college student may use the collection by asking permission from the School Librarian.
